1990’s – Children’s Haven transitions into Children’s Habilitation Center (CHC)
A new name reflected a deepened commitment — and the beginning of a defining chapter in Illinois pediatric care.
During this period, the organization underwent a transformation that went far beyond a name change. Children’s Haven became Children’s Habilitation Center (CHC), emerging as an officially licensed 73-bed long-term care residence with a clear and specialized focus: providing pediatric care for individuals under the age of 22, with particular expertise in supporting those who depend on ventilators.
The new name captured something essential about the organization’s evolving identity. Habilitation, the process of building skills and independence rather than simply restoring them, spoke directly to CHC’s philosophy of nurturing each child’s fullest potential, no matter the complexity of their medical needs.
At the same time, CHC’s influence was growing well beyond its walls. David Markle became the founding president of the Illinois Pediatric Facility Association, a role he held for 11 years. In that capacity, he helped shape the landscape of pediatric long-term care across the state, working to establish consistent standards of care, secure pediatric-specific reimbursement structures, and create the Pediatric Exceptional Care programs that would benefit facilities and families throughout Illinois.
